Jason, you "put your finger on it. When I did my Ph.D. dissertation on database desgns to support quality management, I used a concept called "sociotechnical systems." It states that every technology has a sociology, and the sociology must purchase the technology, deploy it, learn it, maintain it, tweak it, and upgrade it. The interplay between technology and sociology is a very important field. Sadly, too often we let the "techies" drive the agenda without reference to the sociology. Sociology can also block technology. Your humble servant lived this as a technology planner and project manager for seven years. The stress of it hospitalized him twice! He also won awards from the Wisconsin State Senate, Governor, and State Telecommunications Association in the process! The technology did not stress me; the sociology and its resistance to the technology did.
